Richard A. Meganck is Rector of the UNESCO-IHE Institute for Water Education in Delft, the Netherlands. His career includes twenty-seven years working in international development and management of natural resources, twenty of those with agencies in the United Nations and Inter-American systems. He holds BSc and MSc degrees from Michigan State University in Watershed Management and Resource Development Policy and a PhD from Oregon State University in Natural Resource Management.
