The video chronicles Yemeni town Beit-al-FaquihâÃôs experiences with Water Utilities, or local-level corporations. Water-service delivery was decentralized to these Utilities, run commercially and free to set their own tariffs, as part of water-sector reforms initiated in the mid-1990s. While the measures are widely believed to have had positive effects on child health, sanitation and even education, corruption has led to public dissatisfaction and threatens the continuation of the Utilities.
