It pairs up a member country facing a certain problem with another one that has faced that problem in the past. The Bank itself works as a facilitator in the process, providing strategic inputs from time to time. This approach has proven to be effective as it operates on the basis of peer-to-peer learning and shared interests, rather than through hierarchical donor-recipient relationships.
