After the civil war in the 1990s and the collapse of the Soviet Union rural poverty increased in Tajikistan. The downfall of communism leaded to bad governance of irrigation systems which were during the Soviet time collectively managed. USAID has helped the rural population to rebuild these waterfacilities in order to beat rural poverty by creating more income out of argiculture.
