Should Pakistan look to develop water storage in India? Should India look to develop hydropower facilities across the border in Pakistan?
Drastic as they might sound, these suggestions make much economic and hydrological sense. In this interview, David Grey (Oxford University) discusses this idea in the context of India, Pakistan and the Indus Waters Commission they have formed to jointly manage the transboundary Indus River. The commission has been a remarkable success, in that while India and Pakistan have had tensions and wars over several issues, water has never been one of them. David discusses how the commission should build further on what it has achieved. He calls for greater cooperation between the two riparian nations as both of them (and the South Asian region) stand to gain much out of it.
