New investors and the breakdown of local water control and culture. The Valley of the Guadalhorce is a nice place to live and attracts many, particularly foreign newcomers. As demand for water increases, water distribution is becoming a big problem for farmers, since agriculture is only viable if the crops are irrigated. The need to manage the water collectively is urgent.
