Near Bhangarh in Rajasthan due to peculiarities of the area the water table is high. Open wells have water. Common open wells are maintained by a group of farmers and the water is shared. One open well can irrigate about 20 acres for two crops in a year yet recuperate. This method has been going on for decades and still continues. If groundwater was shared in such a fashion all over India much investments could be saved and competitive consumption converted to cooperative action.
